Abstract: This essay seeks to define community radio, its aims and effectiveness. It surveys the licensing of community radio. The pilot access radio projects, community radio projects by another name, and their evaluation are introduced and reviewed. Community, its definition and measurement are explored. The importance of communication in community is reviewed. A study of local media and community involvement is examined. The essay concludes that the evaluation of the pilot access radio projects is inadequate. The essay recommends studying if community radio increases community involvement as a measure of effectiveness.
